The idea that school can flatten a child’s creativity is one of the most repeated criticisms of modern education. Sir Ken Robinson built the most watched TED talk of all time around the argument that schools, by prizing the single correct answer and penalising the wrong one, gradually teach children out of the willingness to guess. It is a persuasive story. The more useful question is whether the evidence supports it, and what a school system built on the opposite assumption actually looks like.
Both halves of that question have real answers, and neither is quite as tidy as the slogan.
Something does seem to be declining
The strongest piece of evidence comes from the United States. The psychologist Kyung Hee Kim analysed the scores from the Torrance Tests of Creative Thinking, a measure of divergent thinking that has been given to children since the 1960s and re-standardised at intervals across the decades.
In a 2011 paper in the Creativity Research Journal, Kim reported that across a combined sample of more than 270,000 children and adults, creative-thinking scores had been falling since around 1990, even as IQ scores over the same period rose. The decline was sharpest among the youngest children, those from kindergarten through third grade. The finding was striking enough to reach the cover of Newsweek.
It is worth being careful about what this shows. The Torrance test measures one slice of creativity, the ability to generate many varied ideas, not the whole of it. And a correlation between falling scores and any single cause, including schooling, is not proof. Screens, changes in play, and parenting have all been proposed as culprits alongside classroom testing. Kim herself points to a test-focused school culture, but that is her interpretation of the trend, not a controlled result.
Why rigidity is a plausible suspect
The mechanism people reach for is at least reasonable. Creativity, in most accounts, depends on divergent thinking, a tolerance for wrong turns, and unstructured time to follow an idea to see where it goes. High-stakes standardised testing tends to reward the opposite: convergence on the one answer that scores the mark, within a curriculum narrowed to what will be examined.
A system organised tightly around tests does not have to be hostile to creativity to crowd it out. It simply spends the available hours on the measurable, and open-ended exploration is hard to measure. That is a plausible account of how rigidity could dampen creative habits without anyone intending it. It is not, on its own, proof that it does.
The Nordic experiment in the other direction
This is where Finland becomes genuinely instructive, rather than merely admired. The Finnish system has been built, deliberately, on close to the opposite bet.
As the Finnish educator Pasi Sahlberg has described, Finland runs a highly decentralised system with a national curriculum that is a loose common standard rather than a detailed script, leaving individual teachers considerable freedom. Formal schooling starts late, at seven. Standardised testing is minimal, with the first major external exam arriving only at the end of upper secondary school. And in 2016 the country made interdisciplinary, “phenomenon-based” learning a required part of the curriculum, with a notable twist: pupils must be involved in planning these study periods and in assessing what they learned.
The bet, in short, is on trust and breadth over measurement. Whether it produces measurably more creative adults is not something anyone has cleanly demonstrated, but it is a real, functioning example of a wealthy country choosing looseness on purpose.
What Finland does and does not prove
Here the honest account has to resist its own conclusion. Finland is not a controlled experiment, and its strong reputation rests on many things beyond a relaxed attitude to testing: a highly trained and respected teaching profession, low child poverty, and a culture of educational equity. Disentangling the effect of low rigidity from all of that is not possible from the outside.
It is also worth noting, as Sahlberg himself did, that Finland’s international test scores have slipped from their peak in recent years. That cuts against any simple claim that the Finnish model is straightforwardly superior, and it should make anyone cautious about treating one country as a verdict. Finland is also Nordic rather than strictly Scandinavian, and its system is its own; Denmark, Norway and Sweden each arrange things differently.
What survives all these caveats is modest but not nothing. There is real evidence that creative thinking, at least as one long-running test measures it, has been declining. There is a plausible, unproven case that heavily test-driven schooling is part of why. And there is a live, decades-long demonstration, in Finland, that a school system can loosen its grip on standardisation without falling apart. That is a good deal short of “rigid schooling kills creativity”. It is also a good deal more interesting.
